Does it matter to the router where the repeated signal comes from?

It does matter if your router is in repeater mode, because it's not a router any more. In repeater mode you become part of your neighbour's network. All your local IP addresses should match that network.

Right now I just want to have a normal network setup with a usb tether but that just isn't working even after a full reset

USB tethering is different than repeating another network.

ok all I want to doo is simple tether to the network now and use that for internet which doesn't seem to work anymore for some reason

I read through the thread and you got several people who know their networking honestly try to help you...

Part of the issue is that your setup is not normal. Also you should be clear what exactly isn't working...
