News Serious Sam : Anyone can use your Windows device , act now.

Anyone who already has access to execute code on the system, I take that to meant that someone remote, outside your network, who doesn't have the ability to log into your computer can't take advantage of this flaw.

According to the zdnet article:
While the bug is important, the attacker must have already gained the ability to execute code on the target system in order to exploit the flaw, according to Microsoft.
