Any AC class router from the RT-AC66U_B1 and higher should handle that easily. RMerlin firmware highly recommended.

What are the 25 users doing and how much internet bandwidth do you have?

An ASUS with Merlin or Synology would probably be fine. How large a space do you have cover?

Need to know:
Your internet bandwidth (Mb/s up and down)
What the users will be doing (streaming? social media? browsing? file transfers? etc.)

If the space covered is on the larger side and/or the usage is very bandwidth intensive, you'll likely be best off with a multi-radio all-in-one, or a wired router and a scalable AP product (Asus AiMesh, Eero, full enterprise mesh, etc.).
