VPN behind cell router?

I have a cellular router from Rogers model# 3G27WV-R and I have a linksys WRV200 VPN router.
Is it possible to set up a remote connection to the router using a VPN?

In the past I have used the cell router to connect to a device on it's LAN using the DMZ feature. Anywhere I had internet I could type in the routers Static IP and connect to the device on it's LAN. Essentially forwarded me to the device.
Ex: type in 74.195.xxx.xxx and it would bring me too 192.168.1.10

Now I need to add a VPN router in front of the LAN device and before the Cell Router. I have been messing around with it but, cannot get it to work. Any help would be appreciated.

You will need to port forward and just know in advance - Rogers will assign you a non-routable IP, so you'll need to work through that as you'll be double NAT'ed.. and dynamic at that with a low lease time for consumer accounts - just is...

This is what it is - they don't want servers on consumer accounts... Bell and Telus, isn't that much different there...

You'll be able to connect out, but not in with them unless you build the outbound tunnel to a fixed IP somewhere and bridge it from there.
