Why does entware rc.unslung run from services-start?

I see many examples in the forums of people changing jffs scripts for partition mounting issues so that rc.unslung runs from post-mount rather than services-start. I can't fault the logic in this, as even though post-mount runs every time a device is mounted, the script tests for entware partition so it will only be executed once.
Are there cases where services-start might be run other than after a reboot which may need to launch the entware scripts?
There must be a reason the authors did it this way and i can't see it
Anyone have any idea?
 
As for me, I used SD card on RT-N66U for Entware. In my case services-start script is not executed while there's no USB disks plugged.

is post mount only applicable to certain devices then?...an SD card has to be mounted on the file system at some point.
