Wifi Off, Roaming Off, but Roaming Assistant still running?

Hi. I have Wifi turned off (both 2.4 and 5g) and I also turned Roaming off,
but I still see Roaming Assistant (roamast) still running when I run top?
(I tried killing it, but it immediately came back)
Any idea why? Is there some way to permanently turn that service off?
Thanks.
