without HW accelerator being turned on , i am not able to connect to FTP from outside

i am using RT-AC66U and am suffering from the HW accelerator rebooting issue. whenever i turned off the accelerator function , i am not able to connect to the FTP port from external . when i turned back the accelerator on , i am able to connect. why is that so ?
