So is the XR700 just a re-designed R9000 with Duma OS bolted on?

Seems to be.

It seems like no one is making any new consumer devices that can make use of the 60GHz band. It seemed like it had a lot of potential, especially in cases of activities that could be accelerated when in the same room as the router such as an automated complete backup of a smartphone to a NAS while on the 60GHz band.

Its up to the smartphone makers to drive this and it looks like they ain't biting.
AD devices seem to be limited to laptops/notebooks for now and it's not mainstream there either.

Might change in the future with 5G capable handsets...

At present - I think most handset OEM's are taking a wait and see before adding the 60GHz stuff - it's an extra antenna array, and chipset.

That's not a bad price. However if you just want the XR router, if you can get access to Costco, you can get the XR450 for $100 less. No switch is packaged with the 450 though. If you needed a switch you'd be better suited to get a non managed switch. NG and DLink of have good non managed switch that are inexpensive on Amazon.
Do you think it's a wise buy for XR500 +GS808E for USD 315.
