AC68U and AC68P max power levels?

Can someone help me understand max power levels in those routers? According to Tim's excellent AC68P review the AC68P has the SiGE 5023L 5GHz power amp and the AC68U has the SiGE 5003L1 power amp. When looking at the spec sheets of 5023L and 5003L1 respectively the output power of those is much less than what some people run their routers with. Specifically the SE5003L1 is rated for 19dBm for 802.11ac and 23dBm for 802.11n and yet some people drive the power outputs of their 68Us to 27+dBm. Doesn't that overdrives the amp and actually reduce the throughput? The 68P is better since its amp is rated for 24dBm for 802.11ac and 29dBm for 802.11n but still.

ac87u -Quantenna 1000 -> max 30dBm... if you need...

Hmmm... probably you're right but, afaik Quantenna is dedicated separate radio for 5Ghz only and Broadcom is for 2.4Ghz... am I right? At least in case of ac87u...
