When my MacBook Air wakes from sleep it shows the wifi as connected to my 5 GHz network. But no traffic is flowing. The only way to restore traffic is by turning off wifi, and back on. Then everything is flowing nicely.

I am running firmware 3.0.0.4.378_9383 on the router.
This particular issue occurred after I upgraded to this firmware.

I tried this http://osxdaily.com/2015/10/16/fix-wi-fi-problems-mac-os-x-el-capitan/ but it didn't fix the issue.

Any ideas?
 
Try with turning off Wake for WIFI and Power Nap in Energy Saver.
 
I reset the router with the default settings and setup two SSIDs for 2.4 and 5 GHz. Previously, I used the same SSID for both. I configured the Mac to connect to both networks. So far (for about a day or so), it seems fine.

I will continue watching the issue.
