Asus RT-AC68U lock out android device

I have the mentioned Asus router and have teenage kids. Most of the kids devices are apple products so I was able to use parental control to lock them out after 10pm so they would have a good night sleep for school the next day. Due to the pandemic, they are doing distant learning currently so obviously spend most of their time at home. My oldest recently was given a Samsung Android phone by his friend. He has no mobile phone plan on it so he has no access to internet besides from our home internet. I have added his android device under parental control to 10pm and sometimes allow him more time to midnight. Last month, I was charged for excessive internet use from Cox cable and have been monitoring data usage from the traffic analyzer. My son has been needing for me to wake up in the morning and during weekends would sleep until until 1 or 2 in the afternoon. I began to look at the data usage of devices and it shows that the android device has been using data past midnight sometimes until 4 or 5 in the morning. That explains why my son can't get up in the morning. I have spoken with him about the matter but being a teenager, he continues to stay up at night. I have read about teenagers can change their MAC address to avoid the parental control so I have turned on the wireless MAC filtering allowing only the devices I know in the house but he continues to be able to use internet despite of this filtering. I know I can take away the device from him but I do not want to impede too much of this freedom. This action would be a last resort if I must for him to sleep at night.

Can anyone help me in making the parental control work for Android device?

Another option might be to relegate him to his own guest WLAN and restrict the access time there.
