Cisco ISA550W vs Netgear UTM9S

Hi All,

I'm trying to decide between the Cisco ISA550W vs Netgear UTM9S small business router. Does anybody know if I can block access to outside sites such as Instagram, Facebook, iphone instant messaging, etc?

Also, I want to create outbound access rules based on the USER. For example, I want one user to have access to ALL web URLs while another should ONLY have access to a small subset of URLs. Does anyone know if this can be done with these routers?

Any help would be appreciated.
