Community WLAN with DVR and bandwidth capped hotspot

We are planning to setup a WLAN for internal use within our gated housing community in India.
The area to be covered is approx 300 meters X 100 meters using a combination of CAT6 and OFC terminating in multiple APs with a central server

The intended usage includes:

1) Backbone for 12-15 IP cameras along with network storage for recordings and access control based live access
2) Data usage capped Internet for usage in common areas
3) A CMS for the community to provide for notices/Meeting invites/MoM/complaints & Suggestions + shared storage/access for photos/videos

This is meant to serve around 50 houses and I don't expect more than 20 concurrent users at any time

Hardware

With approx 10 APs , 12 cameras and between 5-20 concurrent users, should I even be considering high end home grade routers at all ?
If not, should I look at server based routing or something else?

Software
I am trying to determine the right software stack and have a strong preference for Linux.

1) For IP cameras, I am veering towards Zoneminder running on a dedicated server - Any other alternatives that I should be looking at?

2) For the wireless access provisioning, I am at my wits end. We want to keep the recurring budget low so are limited to a 40mbps Internet line with a 500GB data cap. Thus I have no choice but to implement a package that enables me to set a data cap for each account.
I want to provision one user account for each house that allows for concurrent logins but disable Internet access for the account if the usage exceeds say 10GB a month for the account.
In addition, I would also ideally like to set rules to disable porn acsess as well as torrents (considering this is meant for usage in the community common areas and not for household usage)
I am willing to provision a separate server to manage this but the choice of software stacks seems very limited.
I explored wifidog but that does not allow for bandwidth capping. Chili hotspot seems to be not maintained any longer.

Any other options that I should be looking at?

3) Hopefully I can co-use one of the 2 servers above for the CMS stack - I know this sounds lazy but I have never setup a CMS platform before. While I am happy to read and explore my options, are there any particular platforms I should be looking at based on the use case above?
 
I would recommend BlueIris for the camera software. Im running 14 cameras on it using an i7 based computer. Processor utilization is about 35%. It will support 64 cameras.

Don't count on many WiFi cameras. The streaming data loads the WiFi channels quickly and slows things overall.
 
Since this is India and no one will be crying about not having 802.11ac, I would find some older Meraki Outdoor OD2 APs. They're a mesh system with seamless roaming, automatic wan failover and balancing, and a proprietary poe system that works well. They're obsolete in the US by many years, but can do a solid 5Mbs to each client all day long and can connect to a wired backhaul. But the best part is a built in cms that's free, cloud managed, and does everything you want including logins, bandwidth limits, etc. I used to have these deployed in hotel environments as well as at my in-law in Bangalore and these systems were absolutely bulletproof. The current crop of Meraki products can do a lot of the same, but you're talking 10-20x the cost since the new units stop working without a subscription. And for India, they're just pure overkill--especially with your 40Mbs capped connection.

If you can pick up the OD2s for $50/ea consider it a bargain. Looks like these things really hold their value as they're almost the same price as I paid new on ebay.
