The settings are correct to Quad9 Secured with ECS servers and no DoT.

Test here:

For Quad9 you'll see WoodyNet, Packet Clearing House, etc. whatever servers they use in your area.

Your ISP still collects information...

May help if you post a screen shot of your DNS Director settings.

PS: And may help if you post your LAN DHCP Server DNS setting(s) as well for context.

Browse https://on.quad9.net/ from a device that is not one of your 2 exceptions.
Countermeasures to router DNS circumvention are device/browser dependent, so provide this info if the answer from Quad9 is "NO".

Verify whether you can lookup these DNS addresses:
Code:
_dns.resolver.arpa
mask.icloud.com
mask-h2.icloud.com
use-application-dns.net
You want these lookups to not return IP addresses so as to signal iOS, MacOS and Firefox not to circumvent router DNS.

DNS Director by default redirects to your router's DNS which includes Diversion.

The redirect entry for DesktopStandpc is redundant and I don't know how it behaves. I would remove it.

If you want to continue redirecting one device to familyshield.sse.cisco.com DNS, then DNS for that device will not flow through Diversion.
