Am I right in thinking that at least some files created to contain scripts need to have additional access permissions enabled to the default permissions? If so, what additional permissions need to be enabled and does this apply to wan-start, services-start and dnsmasq.conf.add?

Scripts (like wan-start) need to have the execute bit set. Parameter files (like dnsmasq.conf.add) just need to be readable.

They just need to be readable and executable (chmod a+rx)
