ntpMerlin ntpMerlin and timeserverd ntp_ready tests

Sometimes on reboot or cold start, entware scripts can deadlock if ntpMerlin is installed.

Scripts can deadlock as Router NTP is disabled and (at some stage) killed before ntp syncs and "ntp_ready" flag is set. addon versions of ntp/chronyd wait for ntp_ready which may never arrive. ntpMerlin scripts should be at some stage CONTROLLING this variable (ie setting or resetting it)

Yes, that's been mitigated:
Install scMerlin, and enable its NTP boot watchdog script.
