OpenVPN Always Running on Merlin?

New Around Here
I setup openvpn at one point to connect to NordVPN, but it was too slow on my router. I disabled it. I also have the server disabled. However, an OpenVPN server is constantly running and I cannot see anywhere to disable it. Is this normal behavior?
 
Nevermind, I just figured it out. I had to actually select OpenVPN from the dropdown and then it showed it as running...sigh.
