[QoS] Prioritize web surfing traffic over downloading traffic

Hey guys,
I know we can set QoS to say have the router prioritize VOIP traffic, FTP traffic on certain port connections over the rest of traffic. But I was wondering if we can prioritize web surfing traffic over heavy downloading traffic with both on port 80. Heavy download traffic would be from a single server unlike surfing traffic, etc..

If using Traditional QoS, this is already the case. The default rule prioritise small amount of transfers (such as loading a page) over large transfers (such as downloads).
