Same here. 20 works 21 doesn't.

yes absolutely sure. Every time I see the public IP changes I try connecting to the new public IP from the outside

I suspect your ISP or government is blocking common incoming ports.

@dave14305 thank you very much for jumping in and testing port 20, 21

Even though when I called my ISP on the phone they said they are not blocking any ports.
I need to use different ports rather than default ports since it seems like my ISP is blocking them.
Port forwarding is working.
