is it always NOT the best idea to use a CFG file to restore all your network settings after a hard factor reset?
If you restore the CFG file after a restore, then you have basically done nothing! The whole point of a factory reset after a new firmware update is to eliminate any misconfigurations of new/deprecated features that may result in issues/conflicts.

I then guess a backup file is only useful for restoring a known working setup with the same firmware revision?

Yes, like after I set up everything, SSIDs, Ai Mesh, VPN, etc. I just make a backup just in case the router fails, or maybe I revert to that version later. The whole point of a factory reset when performing a new firmware upgrade is that it sometimes might cause conflicts as new features are added or old features are removed, so you'd wanna start fresh. I know it's a pain in the butt but that's the best practice.
