Diversion Setting port for dns (dnsmasq[4459]: using nameserver 9.9.9.9#53)

Why when the router restarts does the log show a bunch of entries like this:

dnsmasq[4459]: using nameserver 9.9.9.9#53

… instead of port #853 (?)

my setup:

(I use DNS-over-TLS — or at least, I thought I did)

OVPN ….

dhcp-option DNS 9.9.9.9
dhcp-option DNS 149.112.112.112

and DNSdirector is set to “Router” with a couple devices set to “no redirection”

Do I need to specify port #853 somewhere/somehow in Diversion?
… or?

It's Stubby that uses port 853 for its upstream connection not dnsmasq.
