syslogd and klogd being started from "restart time" service event

Hrm. And 30 minutes after I last determined messages was blocked (i.e. service restart_httpd didn't produce anything in messages) it mysteriously was unblocked. Time to try an uglier hack. That didn't work.

Just had to uglify it a bit ... I'll test some more and then push it.
