That isn't true, at least for the mobile phone providers I've been using in the Netherlands. VOIP (calling via wifi) can be an advantage indoors where there is a low reception. It doesn't lower the bills. Of course when using alternatives as calling via for example WhatsApp, Telegram, Teams, etc... It does.
