Bringing up USB tethering connection manually via SSH?

I have an RT-AC3100, in short, my main and only means of a decent internet connection is to use my phone via USB tethering.

The issue is that I disconnect my phone from the router a lot (hotplugging or disabling tethering before disconnecting the cable, makes no difference). Sometimes I can connect/disconnect it many times and enable the USB tethering option on the phone and the internet will work fine but sometimes the internet won't come up until I reboot or power cycle the router, which can be inconvenient for all the devices connected to it.

In this latest instance, the web interface said everything was fine but the Internet LED was still red and there was no internet connectivity:

The log kept repeating the lines about adding multi routes:

That isn't always the case.. the log may not say anything new at the time when reconnecting the phone, and this bug isn't anything new to 384, 382, or even 380. I tried seeing if I could fix it in SSH but I got as far as "ip link set usb0 up", which at least turns off the red LED but still no internet.
