[Bug?] Manual DNS server setting upon reboot doesn't work (3004.388.9_2)

**Describe the bug**
When a custom DNS server is set into a "Manual Setting" field, networking doesn't work upon hard/soft reboot. Tools' ping etc. don't work.

After changing DNS List setting to "Default / Get the DNS IP from your ISP automatically.", networking is established again.

Setting a manual IP works after previous step.

Debug level log shows this, if this matters.



**To Reproduce**
Steps to reproduce the behavior:
1. Go to 'WAN'
2. Set custom IP into 'DNS Server1'
3. Reboot
4. networking error occurs

**Expected behavior**
A clear and concise description of what you expected to happen.

**Environment**
- OS/Version: Windows 11 Pro 24H2
- RT-AX86U
- Firmware: 3004.388.9_2
- Operation Mode: Wireless router. My modem/router is in bridged mode.

**Additional context**
VPN director settings don't matter.
 
Debug level log shows this, if this matters.
If you are seeing an issue in the system log, post it for others to review.

Are you running any addon scripts?
Are you using DNS Director?
Are you running Diversion, Pi-Hole or any other local network DNS program/app?

What troubleshooting steps have you tried?
Have you tried a hard factory reset of the router followed by a manual configuration (do not import a saved router.cfg file)?
