I would guess neither will do it well, if at all.

You need to triple+ your budget for features such as this to work as declared.
 
Link Agg and Trunking are completely different features. Port trunking generally would be 802.1q....this is generally how you run a single connection with multiple VLANs on it. Link Agg is aggregation of multiple physical links for redundancy and speed increases.

To the OP....please confirm which feature set you are after. General port trunking is usually available on almost any managed switch.
