Maximum power transmit allowed for Europe

Hello, I'm trying to understand if my RT-AC56U router is misconfigured, or if it's normal, because WiFi range is really low.
If I run the command
Code:
wl country
I get this country: DE (EU/13) GERMANY

and this command shows me the maximum transmit power:
Code:
wl txpwr_target_max
Maximum Tx Power Target (chanspec:0x1006):      15.00  15.00

I tought that in europe would be 20, not 15. Can you tell me if also your routers have this value?
