I remember a while ago the option was created for comcast customers experiencing solicitations from neighbors, is this the case for all non comcast IPv6 connections?

I haven't heard of any other ISP that allowed NS to be broadcasts to all subscribers connected to the same local node. It's also possible that Comcast has since fixed this huge issue with their network - I wouldn't know.
