QOS-prioritize download bandwidth

I have one server that maxes out the download bandwidth when it starts. When this happens the voip box cuts out and phone calls are impossible. Like alot of people my bandwidth is variable during prime time. I want the server to have the lowest priority all the time, and the voip box to have the highest.

Would this work?

It will.
In Traffic Manager - QoS select User-defined Qos rules and fill in your particulars.
