Question - Unable to share a WebDav folder using same ISP over Internet

Hi,

I have setup WebDav and installed the QNAP's SSL certificate. The problem is that most of the people can connect to my WebDav folder, except for people who is using same ISP company like me.
Is there any workaround to get those people access the WebDav folder?

My ISP is nationwide and they can ping my IP and the DDNS address.
When they try to add the folder on Windows they get:

Probably an internal policy for the ISP - WebDAV has been problematic for Malware and Viruses - interesting that Internet vs. IntraNet (same ISP) works or not...

Do you think on any workaround? I need to share a folder over internet to put there some files and an old database that will be used by multiple users.
