VPN to Backbone

I would like to experiment running my own mail and web server from home. Unfortunately there are only residential ISP options that will cause mayor obstacles to make this happen. From what I have understand its that running the mail from a residential ISP connection is a big problem...

I don' t want o collocate the server but I am wandering if I can establish a VPN tunnel to a service provider who doesn't get in my way. If needed I am happy to install my own router at this site to establish the tunnel. What and where should I look for this kind of service?
