Install Merlin over stock 384_10007 ?

I've tried to install RT-AC86U_382.2_beta3_cferom_ubi.w over the top of Asus's own 384_10007 and it runs through the install (% status bar and all), but it doesnt reboot... and it always come back and the firmware version hasn't changed.

what's the deal?
