is server upload rate equal to client dowload rate?

I've set up a small LAN and WAN environment consists of 3 routers.

PC1 installed with FileZilla server and the other end PC, PC2 installed with FileZilla client. both PC's NIC is monitored by Net Meter

when I transfer files from server to client, I noticed in Net Meter that upload speed from PC1 is almost equivalent with download speed on PC2.

is upload rate by server same as download rate of client in this case?
