Flashing through the firmware recovery tool takes longer than a normal flash - let it sit a good 5-10 minutes when you flash throught that method.

Make sure to also do a factory default reset of the router, by booting with the WPS button pressed.

Thanks will give it one more try following this suggestion. I noticed this thread, which matches the router symptoms, I'd rather not open the device so hope recovery works: https://www.snbforums.com/threads/rt-ac3100-brick.40681/#post-341879

If you are able to go into recovery mode and have the firmware recovery tool successfully detect the router and upload the firmware, then you should be fine, unless there's a hardware issue, or that you forgot to wipe out the configuration first.

Thank you.. patience pays off, router is back online and now upgrading to .69 - appreciate the help!

Upgraded to latest stock Asus and all was working fine, moved to .69 and all looked good except for the 5G radio, it doesn't seem to be coming on. Merlin doesn't show a mac address for it, though it is configured & turned on. Any ideas?

Do a complete power cycle of the router, if it still fails then do a factory default reset.

By a factory reset you mean using the small reset button on the back, correct?

Yes, press it for a few seconds while the router is running.

No change with complete power cycle..will try the factory reset. Noticed this has happened to other RT-AC3100 users, going through those threads. Thanks!
