I am getting the following message in my system log:

Oct 6 10:12:00 custom_script: Running /jffs/scripts/service-event (args: restart letsencrypt)

Is this normal?

Probably part of the automated renewal process.

If it restarts it many times, then it means you are failing to renew your cert, either due to some error, or because you are being throttled (one big reason why using Let's Encrypt with a DDNS service is never a good idea - LE throttles requests on a domain basis, so you are sharing that quota with every other DDNS users sharing the same domain).
