Observed that if the nvram variable x_Setting is False (0), the client is dropped to Legacy mode in 2.4GHz.
Same is not seen if the x_Setting is set to True (1).

No. If you set it to 0, then your router may misbehave, because it will think that you haven`t configured it yet. It might trigger the QIS, have services fail to start as they think they haven`t been configured yet, etc...So if you set it to 0 it uses default values or something?
