Try a new cable. Different brand. Different length. Put an unmanaged 'dumb' switch in between the modem/ONT and the router.
You can also try fully powering down the router, leaving the power switch to 'on', and unplugging it from the AC adaptor. Leave it like this for at least 2 minutes or more.
