Local name resolution with modem unplugged?

I was doing some testing on a power reset system I run and I noticed that if I powered down the modem on the AC88 that I run it appears that local name resolution fails. What I get if I try to go to a local web page is a redirect to a router page that says the modem is unplugged and prompts me to log in. Is this the expected behavior and is there any way around it? I solved the issue for now by using the IP address but I'm not sure why an unplugged modem would stop the local dnsmasq from resolving a local network name.
 
It might be because you have "Enable WAN down browser redirect notice" = Yes in Administration > System.
 
Aha! Thanks. Yes that was set - don't know why it got that way since my other identical router I had set with that off.
