I tried using the firewall network services filter, no luck

I want to simply block one machine from doing any DNS (port 53), to the router

I suspect it is only for LAN to WAN traffic, but hard to get a definitive answer

Correct. It says so in the first sentence on that page: "The Network Services filter blocks the LAN to WAN packet exchanges..."

If you used a third party firmware that allowed user scripts you could probably do want you wanted.
