For instance, if someone wants a DNS probe interval of 5 minutes, they can set a TTL value of 4.5 minutes.

You're wrong. Not withstanding Dave's comment about dnsmasq, even if you were to somehow change the TTL it still wouldn't alter the probe frequency.
