ASUS AX-11000 : Is the Network Limiter stable enough for office use?

I am looking for a good router to install in our small office (family business) with 25+ computers. I am currently using QNO QVF7303 but this isn't optimized too much for gaming (ping time is a bit bad at times). It is also old and i want to update my hardware to something faster.

Note:
ISP 1 = 200Mbps Fiber (download/upload)
ISP 2 = 50Mbps Fiber (download/upload)

My priorities:
1) Dual WAN (or more)
2) Network bandwidth limiter that i can assign to each IP address (our computers have static IP) or range of address. (very important so that employees will be discouraged to download large video files/torrent). I will only give 5Mbps per IP address which is good enough for their email and online stuff.
3) Static IP to MAC address assignment (so that computer cannot switch to different IP)
4) Good gaming features that lower latency (for me - hehe)
5) Facebook blocking would be nice but i think this is hard to do (optional)
6) Simple to configure as possible

Question:

1) Can the Asus AX-11000 perform my list of priorities? If not, what are my other alternatives? Budget is around $500
