Cap wifi on 54MBit

hi, i want to create a guest wifi network, but the speed (actual wireless connection) must be limited to 54 mbit, so i am not looking for a bandwidth limiter

i have some foscam cameras, they only work stable on 54 mbit, so now i created a "WEP" guest network instead of WPA, thats working fine...
but i want the guest network for my cams also on WPA

i already put the router 86u , in legacy mode, and fixed on 20 , but i dont find a setting to lower to 54 mbit
wpa is connected always higher, like 300
