QoS not affecting Ubuntu Machine

QoS is working great for all devices as it should, except for a machine running Ubuntu.
That machine is connected to the router using LAN cable. Not sure why QoS setting is not affecting at all.
I normally use Bandwidth Limiter option as I want to have more control of each device's bandwidth.
I've also tried Adaptive and Traditional and it still won't impact the Ubuntu machine.

I've set the ubuntu machine to use no more than 5 Mbps and other amounts and it doesn't affect it at all. I've tried disabling QoS altogether and re-enabling, but it still doesn't work.
Why is QoS working on every other device, but not on this Ubuntu machine which is on the same network as all other devices?
 
EDIT
Kept trying disabling and enabling...removing and adding the device until it finally took. I feel I shouldn't have to do this for QoS to take effect.
It's working now.
