Am I crazy or do I have a hardware issue? I can only get the 5G network operating on my AC3100. The weird part is that, in the web interface, the 2.4G settings page controls the 5G network, and the 5G network simply shows channel 0 and no settings take effect. What I think has happened is that there is a hardware issue with the 2.4G device, which would normally be eth1, and because it doesn't register the 5G gets registered as eth1 instead, and the GUI just assumes that it's 2.4G.

In trying to fix this I've upgraded/downgraded firmware and erased the nvram several times.

If it isn't a hardware issue, is there a way to "force" the registration of the 2.4G device on boot? I've been playing around via the ssh shell, but to no avail.

That's what I'm thinking. I came here in case someone had some secret command to fix it all, but I'm pretty sure it's a hardware failure. Thanks for the help, though!
